Job Description

Primary Purpose:

Responsible for drafting state-specific policy form and contract language that adheres to applicable state statutes and regulations, filing of contracts and policies with state insurance departments, communicating with state and federal regulatory agencies, monitoring and verifying newly enacted and amended existing state and federal statutes and regulations impacting the life and health portfolio, and performing jurisdictional analysis and interpretation of such statutes and regulations to create Compliance Requirements for distribution to business partners.

Essential Duties and Responsibilities:

  • Serve as a Subject Matter Expert (SME) pertaining to accident and health forms, rules, filing procedures, state interpretations, regulatory compliance, and National General’s accident and health products
  • Conduct federal and multi-state legal research and analysis on complex life and health insurance topics
  • Review and draft state-specific contracts, policy forms, and related supporting documentation for diverse life and health products, ensuring adherence to applicable regulatory insurance requirements
  • Coordinate, research, create, and submit accident and health product filings, marketing/advertisement filings, and other regulatory filings to state insurance departments via SERFF in accordance with established state and internal company procedures
  • Coordinate, research, prepare, and submit non-standard regulatory filings to state insurance departments via SERFF in accordance with established state and internal company procedures
  • Research and analyze state objections to product filing submissions, and compose appropriate response communicating the company’s position to the state regulator
  • Negotiate approval of life and health product filings with state regulators
  • Partner with Product Management, Actuary, Operations, Underwriting, and other business stakeholder teams in the execution of the product filing process
  • Prepare, coordinate, and disseminate generic documents for filing projects
  • Manage filing projects, which includes: strategic planning of resources, priorities and identifying any potential conflicts or gaps, coordinating filing project meetings, monitor progress of projects, and distribute regular reports on progress to key project stakeholders, developing regular reports on filing milestones and informing management of activities, progress, and issues through regular written and verbal communication
  • Establish and maintain relationships with state regulators
  • Monitor, analyze and interpret state and federal statutes and regulations to determine scope and impact to accident and health product portfolio
  • Translate state and federal statutes and regulations into Compliance Requirements and communicate requirements to multiple business partners
  • Interact with key stakeholders and provide compliance support relative to product filing and implementation, law review and analysis, and overall compliance of the Accident and Health Division
  • Conduct legal research and interpretation, as assigned, in response to requests or inquiries from internal stakeholders, management, or regulators
  • Document and update internal compliance department procedures
  • Provide guidance to A+H Product Compliance Analysts on their Essential Duties and Responsibilities
  • Train A+H Product Compliance Analysts on their Essential Duties and Responsibilities
  • Provide timely communication to Compliance team on new product filings, on business or operational changes to current products or plan designs, or on adjustments to ongoing compliance projects
  • Perform review of A+H Product Compliance Analysts’ state-specific documents, filings, objection responses, or compliance requirements and provide relevant feedback
  • Research complex issues to present both legal and business options to key stakeholders to facilitate discussion of compliance requirements and advise on compliant solutions
  • Evaluate regulatory requirements and account for potential operational impacts
  • Work with Manger to resolve unusually complicated issues, communicate with state regulators on complex filings, and communicate with key stakeholders on high impact matters
  • Research compliance and risk implications and prepare drafts of business, compliance, and risk analyses to frame discussions with key stakeholders to articulate what is required from a legal and regulatory perspective
  • Assist in the identification of compliance needs, and assist with the development of related strategies, plans, and required documentation for such initiatives
  • Support the Managers by designing, documenting, and implementing process improvement initiatives within the compliance department
  • Assist in identifying, developing, implementing, and maintaining compliance policies and procedures and internal department documentation

  • Bachelor Degree or in-lieu of degree equivalent education, training and work-related experience
  • 4+ years of Product Compliance or equivalent experience
  • Excels at A+H Product Compliance Analysts II Essential Duties and Responsibilities
  • Ability to conduct complex federal and state legal research and sophisticated analysis on complex life and health insurance topics
  • Ability to think fast, evaluate quickly, make decisions, and take action promptly
  • Strong understanding of state and federal requirements and regulations with high impact on A&H product portfolio
  • Ability to effectively present highly complex information and respond to questions from persons with a variety of backgrounds and experience levels
  • Ability to plan and manage filing projects
  • Ability to identify compliance concerns, and to advocate and promote compliance during decision-making
  • Must possess effective verbal and written communication skills
  • Must possess effective analytical thinking
  • Must possess effective problem solving skills demonstrating resourcefulness

  • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint)
  • Must possess effective interpersonal skills, with the ability to establish working relationships with state and federal regulators at varying levels
  • Must possess sufficient time management skills enabling the ability to work under pressure on concurrent projects requiring a high attention to detail and adherence to multiple deadlines
  • Ability to research independently, process and interpret complex information from multiple sources, and offer final recommendations based on a combination of the conclusions and proven experience, using concrete examples and evidence to support the position

Desired Skills:

  • Bachelor’s Degree in English language, writing studies, legal studies, library science, communications, journalism, insurance, or equivalent
  • Paralegal or Legal Assistant certification
  • Experience with group health plans
  • Experience using Adobe, SharePoint, Teams, Zoom, and/or Asana
  • Proficient in legal research preferred
  • Experience using 1 or more legal research tools such as NILS, Westlaw, or Lexis-Nexis
  • Advance knowledge of the legislative process
  • Knowledge of medical or legal terminology, provider networks, insurance claims, or contract negotiation
  • Ability to weigh business risks and enforce appropriate compliance policies and practices while delivering at the level of speed that is inherent to the company
