Primary Purpose:

Responsible for directly and indirectly managing teams responsible for improving the operational efficiency of the sales staff, developing process, tactics and supporting governance materials for Medicare sales operations. Manage the overall project plan and action items required to prepare for and execute upon the Annual Election Period, and support any business needs that arise.  This position will spend a majority of time observing and analyzing the team as well as working to improve Sales and Operations surrounding Medicare environment.

Essential Duties and Responsibilities:

  • Monitor and enhance the Medicare Operations Teams (including oversight for project management, program management, product management, case management, enrollment, carrier appointments and other operational areas that directly or indirectly impact the sales of Medicare products)
  • Work with other department heads to enhance the overall efficiencies, process and operations of Medicare sales
  • Manage a team of people within Medicare Operations
  • Identify system issues and potential enhancements
  • Analyze operations team behavior and isolate process improvements
  • Develop test strategy, test plans, and test cases for simultaneous, and potentially complex, projects
  • Act as liaison between the Companies support functions, and third party Vendors to ensure flawless implementation of revisions, changes and enhancement
  • Serve as a business consultant for project reviews, revisions, changes, enhancements, and usability testing of rating
  • Work closely with Business Partners to ensure requirements for projects are clear, measurable, & testable while attempting to develop/maintain common processes at an Enterprise level wherever possible
  • Provide expert business knowledge and technical support for maintaining and enhancing comparative rating software
  • Work with the external vendors for Website mgmt. to ensure all partners are meeting the medicare standards
  • Work with external compliance partners to ensure all the appropriate approvals are received before implementations
  • Perform competitor benchmarking and usability reviews to prepare and coordinate business requirements & specifications, then submit the request(s) for programming changes
  • Responsible for verifying accuracy of new states, projects, updates, rate revisions, logic modifications, which includes identifying and tracking errors and inconsistencies in the functionality
  • Develop ongoing relationships with third party Vendors & regular users of third party Vendor software to help better our position in the marketplace as well as to get ahead of competitor changes
  • Work with the DTC team to ensure all scripting follows the Medicare rules and ensure we have all the approvals before changes are made
  • Ensure project mgmt. teams are abreast of upcoming items and ensure that we are managing all projects within the confines of the medicare rules
  • Keep Business Partners abreast of new offerings, changes, and opportunities afforded by vendors & competitors within the vendor software

Minimum Skills and Competencies:

  • Bachelor Degree or in-lieu of degree equivalent education, training and work-related experience
  • 6+ years of management experience
  • 3+ years of experience in Agency Management Administration
  • Ability to manage a group that is responsible for multiple projects
  • Ability to manage multiple projects simultaneously while managing the team
  • Effective research skills
  • Ability to drive the team and projects simultaneously
  • Demonstrated experience in software testing
  • Excellent interpersonal skills with the ability to establish working relationships with individuals at varying levels within the organization including executive leadership
  • Must perform well in high-energy, dynamic and team-oriented environments
  • Effective organization and time management skills with the ability to work under pressure and adhere to project deadlines
  • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint)
  • Must possess effective verbal and written communication skills

Desired Skills:

  • Experience working in health insurance
  • Experience testing software specific to agency management systems
  • Comprehensive understanding of the various rating platforms
  • Demonstrated ability to read, interpret and apply business spec plans in the testing of rating software
  • Ability to travel
